I have examined the accompanying Ordinance, entitled

'An Ordinance to ocovide for the establishment

of 'Asylums for the Detention, Custody and Care

of Persons of unsound mind and others

and I am of opinion that the Ordinance is one which is not contrary to

the Governor's Instructions,

The object of this Ordinance to authorize the

establishment of Asylums and the detention therein of persons

of unsound mind and others: and to provide for the custody and

care of persons detained in such asylums.
